2. Character creation

Choose a species/type/whatever for your character
Allocate a set amount of points to the list of character attributes.
Choose 1 or 2 special abilities, the games master must then decide whether these are fair, workable, and fit with the background (other players can appeal to the games master if they think he has missed something when considering these)

1. World creation
Time, location, science or magic, starting point, overall aims, etc.
Decided upon before game start

3. gameplay rules and procedures
Dice, hell yeah
etc. etc. etc. blah blah blah

I contemplate two bodies of work for this a "manual" which'll cater for all the universal rules and mechanics and a set of guidelines for GMs for creating rules and games.

I'll draft up bits tonight I think with the goal of putting it up soonish.

well theoretically it would be one broad set of rules that could be used to run many games and the nature of the game would be up to the games master.

For example the scenario you're devising would be set in a real world but if Cog wanted to set one up with giant robots and pornographic unicorns in it he could by altering bits and just using different text but without requiring the players to do anything drastically different with character creation, conflict/combat resoloution and action completion mechanically the differences would be linguistic and one of theme and mood and the type of lighting beng used.

well it'll be a sort of community project to get things together, I'm going to smash my head against the keyboard until ideas come out then we can discuss it, alter things come up with new things and then start some games to test it out and then alter it as needs be.

As a games master anyone can start a game with relative ease hopefully once all the base material is sorted.

also I think each game/scenario should have two threads a management thread and a game thread, thus seperating in game activities from discussions between players and ad hoc rule developments and general management.
